The authority
Five categories, and nothing outside them
PIPEDA permits collecting personal information without consent only where it is publicly available information — and that phrase is a closed list of five categories in the Regulations Specifying Publicly Available Information. Every connector declares which one it relies on.

Operators change their interfaces, fees, and terms without notice; where a source becomes unavailable it is disabled in the registry and every affected report says so in its gaps section rather than silently returning less.
The boundary
Social profiles: resolve, never harvest
This is the line that most distinguishes us from the products people expect, so it gets its own section rather than a footnote.
Social media is in none of PIPEDA’s five publicly-available categories. The Privacy Commissioner reached exactly that conclusion about a company that scraped publicly-visible profile photographs at scale, held the collection unlawful, and ordered the service out of Canada. Public visibility is not public availability.
So the only social connectors in the registry are confirm-only, and they run on an identifier you already have. For a profile URL you supply we record three things: whether it resolves, what public display name is returned, and whether that name is consistent with the subject. We do not store posts, images, follower lists, connections, or biographies, and we do not search platforms to enumerate a person’s accounts.
A handle check is reported as a lead for you to verify, never as an attributed account. Widening this is a legal decision rather than an engineering one, and it is not on the roadmap.
